Dr. Frank E. Barham has been the executive director of the Virginia School Boards Association since 1983. Prior to assuming this position, he served as associate executive director for eight years. In addition, he was professor of school law and finance at the University of Virginia School of Education. He was administration/supervision department chair for five years (1979-83).

Barham was a superintendent, principal and classroom teacher in the Virginia Public Schools from 1963-1974. He was the 2005-2006 chairman of the Federation Executive Directors’ NSBA Liaison Committee and in that capacity, served as an ex-officio member of NSBA’s board of directors.  Barham has served on numerous NSBA program and financial review audit teams.

Barham was named Professor Emeritus by the University of Virginia upon his retirement from the University in 1994; from 1974-94 he was assistant, associate, full professor and department chair (5 years); and, he served as President of the National Council of Professors of Educational Administration (NCPEA) in 1989-1990. He is married and has three adult children (1 girl and 2 boys).
